The kick-off ceremony for Shanghai Electric's intelligent manufacturing base was held on April 2 in Haiyang, Yantai, Shandong Province. It is another move made by Shanghai Electric to promote the intelligent manufacturing of offshore wind power equipment following the bases in Putian (Fujian), Shantou (Guangdong), and Rudong (Jiangsu). Guests in attendance include Jiang Qingchun, Deputy Director of Oceanic Administration of Shandong Province, Wang Fudong, Deputy Director of Energy Administration of Shandong Province, and Jin Xiaolong, Vice President of Shanghai Electric.

According to the Strategic Cooperation Agreement concluded last year by Shanghai Electric and Shandong Provincial Government, Shanghai Electric Wind Power Group will build a base in Haiyang for intelligent manufacturing of high-end offshore wind power equipment, and maintain all-round and multi-level cooperation with the local government in high-end energy equipment, oceanic industries, and the development of offshore wind resources. On this basis, cooperation deals are signed in four areas such as offshore wind farms, seawater desalinization, hydrogen production by wind power, and marine ranching, and a pilot project for integrated development of offshore wind power will also be launched in Haiyang.

Following the standards of "Industrial 4.0", the base will introduce state-of-art technologies and management know-how about intelligent manufacturing to provide digital and intelligent services surrounding production, manufacturing, inspection, and testing. One-stop industrial IoT solutions that are powered by 5G technologies and cover all the four layers—perception, network, platform, and application—are leveraged to make the plant smart in devices, channels, cloud, and security. These efforts will enable quality, efficient, clean, and flexible production with low power consumption. Featuring advanced technologies, intelligent manufacturing, testing capabilities, and O&M services, the completed base will become a beacon in Asia for the offshore wind power industry. It will be also a crucial support for Haiyang and broader Shandong to replace their traditional growth driver with new ones and push energy transformation. At the same time, the base will underpin Haiyang's endeavor to become an important hub for wind power development in northern China by promoting the transformation and upgrade of its energy mix and high-end equipment manufacturing.

Against the pandemic crisis, Shanghai Electric will take effective control measures and put production back on track. By building the Haiyang base, Shanghai Electric will work swiftly to expand footprints in Shandong offshore wind market. For the purpose, we will work with local governments, customers, and stakeholders throughout the industry chain to create a healthy industrial ecosystem in Shandong and push for China's breakthroughs in this regard, said Jin Xiaolong.

Jiang Qingchun added, it is in line with national and provincial conditions to tap rich offshore wind resources in Shandong. The initiative will drive the offshore new energy industry and facilitate the replacement of traditional growth drivers with new ones in Shandong so as to embrace high-quality growth.

Shanghai Electric Wind Power Group also inked cooperation deals with Shanghai Electric Power Co., Ltd. (SEP) and CIMC Raffles.

The ceremony was also witnessed by the government officials in Haiyang and Yantai, and representatives from Huaneng Shandong Power Generation Co., Ltd. and State Power Investment Corporation (SPIC) Shandong Branch.
