It is reported that during the visit to Morocco from March 30 to 31 (local time), Wu Lei also met with Nizar Baraka, Minister of Equipment and Water, and Leila Benali, Minister of Energy Transition and Sustainable Development. The parties reached consensus on multiple aspects of cooperation, including deepening ties between Chinese and Moroccan enterprises and government agencies and advancing practical project implementation.
At the Moroccan Ministry of Equipment and Water, Baraka praised Shanghai Electric’s significant role in Morocco’s water resources sector. He pointed out that Morocco is actively advancing its national water resources strategy and plans to achieve an annual water mobilization capacity of 1.7 billion cubic meters over the next five years through the construction of a series of seawater desalination projects. The Moroccan government sincerely welcomes further deepening of mutual trust and cooperation with foreign-funded enterprises, including Shanghai Electric. He expressed hope that Shanghai Electric would participate in relevant domestic projects in Morocco with its advanced technological solutions and reliable equipment support, continuously improving Morocco’s water utilization efficiency and enhancing its energy security, while jointly promoting the upgrading of the country’s infrastructure.
Wu Lei stated that Shanghai Electric possesses mature technological expertise and extensive EPC experience in large-scale pumping stations, seawater desalination systems, and integrated energy management. The company has also been deeply involved in the construction of the Safi seawater desalination project in Morocco, providing a strong basis for further expansion into the Moroccan market. Currently, Morocco faces dual challenges of water scarcity and water quality improvement. Shanghai Electric stands ready to address local needs and leverage its advantages in advanced equipment technologies and project operation experience in areas such as seawater desalination, hydrogen production from seawater, and power generation equipment. The company aims to provide full-chain solutions ranging from technology R&D and engineering construction to operation and maintenance, offering strong support for addressing local water shortages.
At the Ministry of Energy Transition and Sustainable Development, Benali commended Shanghai Electric’s contributions to Morocco’s energy sector. She stated that Shanghai Electric is a trusted partner of Morocco, and the successful cooperation between the two sides in projects such as seawater desalination fully demonstrates the cooperation potential between Chinese and Moroccan enterprises in the field of green energy. Morocco is currently accelerating the development of large-scale photovoltaic power plants and wind power projects, while also facing urgent needs in emerging fields such as energy-desalination integration and green hydrogen development. Shanghai Electric’s technological strengths and project experience in these areas are highly aligned with Morocco’s development needs. She expressed hope that this meeting would serve as an opportunity for both sides to further refine cooperation details, promote the implementation of more green energy projects, and jointly explore an energy transition pathway suited to Morocco’s national conditions.
Wu Lei noted that Shanghai Electric has always been committed to promoting the clean and intelligent transformation of energy systems, possessing mature technologies and abundant project experience in fields including photovoltaics, wind power, seawater desalination, and green methanol. Shanghai Electric is willing to fully leverage its technological advantages and resource integration capabilities to carry out broader and deeper cooperation with Morocco in areas such as large-scale photovoltaic power plant construction, wind power base development, and low-carbon improvements in mining industries. The company seeks to build a mutually beneficial, long-term, and stable cooperation ecosystem, deliver more mature localized green energy solutions, and enable clean and sustainable green energy to benefit more people, thereby contributing Chinese expertise to Morocco’s energy structure optimization and sustainable development.
During the visit to Morocco, Shanghai Electric also held talks with senior executives from OCP Group and Shanghai Fanghao Industrial Group Co., Ltd. All parties agreed to work together in fields such as green hydrogen production, clean energy, and seawater desalination to provide stronger support for Morocco’s decarbonization strategy and achieve mutual benefit in upgrading and optimizing the country’s industrial energy structure.
