Shanghai Electric Group Joins Hands with International Partners to Launch the Mirny 1GW Wind Power Project in Kazakhstan

On April 9 local time, Shanghai Electric, together with international partners including TotalEnergies and Samruk-Energy, grandly held the launch ceremony for the Mirny 1GW Wind Power Project in Astana. Gong Zheng, Deputy Secretary of the Shanghai Municipal Committee and Mayor of Shanghai; Han Chunlin, Chinese Ambassador to Kazakhstan; Ma Chunlei, Secretary-General of the Shanghai Municipal Government; Zhu Zhaokai, President of Shanghai Electric Group; Aydan Kasymbekov, Director of Qazaq Green Power PLC; Ilya Chernodarov, CEO of Aktas Energy LLC; and Nurbek Abdeshev, Head of GCD Partner LLC, together with other Chinese and international representatives, attended the ceremony and jointly pressed the symbolic “start button” for this landmark multinational cooperation project.

As Kazakhstan’s first gigawatt-scale wind power PPA (Power Purchase Agreement) project, the Mirny Wind Power Project is jointly developed by TotalEnergies, Samruk-Energy, and KazMunayGas. As the core EPC contractor, Shanghai Electric will work closely with GCD Partner LLC to provide comprehensive support ranging from core equipment to integrated solutions. The project represents a landmark achievement in deepening the joint construction of the “Green Silk Road” between China and Kazakhstan. It also serves as a vivid example of international energy enterprises, financial institutions, and engineering companies working together to advance the global energy transition, marking a solid and significant step forward for Chinese high-end equipment manufacturing in supporting Central Asia’s green energy transformation.

Located in the Mirny region, which boasts abundant wind resources, the project will, upon completion, rely on key technologies such as large-capacity wind turbine cluster networking, intelligent centralized monitoring and grid integration, and high-efficiency step-up substations. These technologies will significantly strengthen the local grid’s power supply capacity and provide stable electricity support for regional industrial production and residential consumption. The project has already secured a 20-year power purchase agreement, providing a solid policy and market foundation.

The launch of the Mirny Project reflects Shanghai Electric’s continued commitment to the Belt and Road Initiative and its deep engagement in the Central Asian market while actively practicing green development principles. In recent years, Shanghai Electric has continued expanding its presence not only in Kazakhstan but also in Central Asian countries such as Uzbekistan, supporting the development of new power systems in the region through digitalized and intelligent energy solutions.

In Uzbekistan, the 220kV digital substation project in Zafarabad, constructed by Shanghai Electric, has been successfully put into operation. As a key component of the modernization of the local power grid, the project has significantly improved regional grid stability and intelligence levels through advanced digital monitoring and protection technologies, providing strong and reliable electricity support for Uzbekistan’s industrialization process.

From the vast wind farms of Kazakhstan to the intelligent substations of Uzbekistan, Shanghai Electric is building a green energy network across Central Asia through strategically connected projects. The successful implementation of these projects has not only optimized local energy structures and effectively reduced carbon emissions, but also provided important engineering support for Central Asian countries in advancing carbon neutrality pathways and promoting the green and low-carbon transformation of their energy industries.

Looking ahead, Shanghai Electric will continue leveraging its core strengths in high-end equipment manufacturing, electrical system integration, and global project management to help Kazakhstan strengthen its energy security framework through concrete actions.
